Anies Submits Proposals Regarding Revision on Regulation Drafts

Jakarta Governor, Anies Baswedan explains Jakarta Council (DPRD) members about three new regulation drafts (Raperda) which are proposed to be revised in plenary meeting held at Jakarta DPRD Building, Jalan Kebon Sirih, Gambir, Central Jakarta.

We hope DPRD can review and approve our proposals regarding four regulation drafts' revisions

In this chance, Anies wants to propose about revisions on Regional Regulation (Perda) No.3/2013 about Waste Management, Perda No.5/2016 about Jakarta Government Department Composition and Establishment, and Perda No.9/2010 about Vehicle-Ownership Transfer Fee (BBNKB).

Regarding Perda No.3/2013 about Waste Management, Anies explains about Bantar Gebang Integrated Waste Treatment Area (TPST)'s condition that has operated for 30 years and accommodated around 39 million tons of waste which is exceeded 80 percent of total TPST capacity of 49 tons.

On average, 7,452.60 tons of waste sent from Jakarta to Bantar Gebang TPST per day in 2018. His side estimated, Bantar Gebang TPST couldn't accomodate more waste in 2021.

"Due to that condition, we need solution that can reduce waste optimally to decrease amount of waste in Bantar Gebang TPST. So, our plan is to support community movement in reducing and handling waste by using the best environmentally friendly technology in Intermediate Treatment Facility (ITF) or Fasilitas Pengolahan Sampah Antara (FPSA)," he conveyed as quoted in Jakarta PPID pers conference, Monday (6/24).

He considered it as an important case, thus he proposes revision on Perda No.3/2013 about Waste Management to the City Council. He hopes technology in ITF can reduce 80 percent of Jakarta's waste.

Meanwhile, regarding revision on Perda No.5/2016, Anies assesses Jakarta Provincial Government structure arrangement should adjust the Home Affairs Minister Regulation No.99/2018 about Guidance and Control of Regional Equipment Arrangements. But it should also consider about Jakarta's condition as the capital city of Indonesia as well as autonomous regions at the provincial level as mentioned in Law (UU) No.29/2007.

"We want 42 existing equipment or departments in Jakarta Government to be more precise in terms of function, size, and synergy in the context of administering government affairs. There were several changes toward these 42 existing departments: new formation is conducted on one department, dissolution of one department, nomenclature changes in five departments, and no changes on the rest 36 departments," he explained. 

These are nomenclature adjustment refers to Home Affairs Minister Regulation No.99/2018 and RPJMD 2018-2022 target achievement needs:

1. Establish new department named Culture Department

2. Environment Department needs to change into Environment and Energy Department

3. Tourism and Culture Department into Tourism and Creative Economy Department

4. Forestry Department into Park and Urban Forest Department

5. SMEs Department into Industry Trade and SMEs Department

6. Dissolution towards Industry and Energy Department

Third is related to Perda No.9/2010 about Vehicle-Ownership Transfer Fee (BBNKB), his side wants its nomenclature to be adjusted according to Perda No.5/2016 about Jakarta Government Department Composition and Establishment and Governor's Regulation (Pergub) No. 262/2016 about Organization and Work Procedure of Regional Tax and Retribution Agency.

He asserted that government, institutions and other agencies are BBNKB taxpayers.

"Based on BBNKB tariff adjustment, the first vehicle-ownership handover tariff is 12.5 percent, then second and so forth is 1 percent. This tariff has been agreed at Java and Bali Bapenda Association's Limited Work Meeting on July 12, 2018," he added.

For information, BBNKB can be reported via online and taxpayers should register their NIK (identity number) as additional requirement thus taxpayer data can be integrated online. There is also administrative sanction for taxpayers who don't register their vehicle-ownership handover.

"Hopefully my explanation can help DPRD in reviewing our proposals. We have prepared Regional Regulation Draft concerning Accountability for APBD Implementation for Budget Year 2018. We hope DPRD can review and approve our proposals regarding four regulation drafts' revisions," he stated.
